National e-Governance Plan ( NeGP) envisages to make all the government services accessible to the common man in his locality and ensure efficiency, transparency and reliability of such services at affordable costs to realize the basic needs of common man. Common Service Center (CSC) scheme is one of the strategic cornerstone of the Government vision to empower communities especially those in rural areas by enabling them to access information, knowledge and skills through the intervention of Information, communication and technology (ICT). The CSC scheme also envisions reducing the digital divide and incentivizing private sector to realize the value at the bottom of the pyramid. CSCs are envisioned to facilitate a platform that will enable government, private and social sector organizations to integrate their social and commercial goals and take benefits of information and communication tools (ICT) to the remotest corners of the country. The CSCs are acting as change agents and are much more than mere service delivery points in the rural India. A CSC promotes rural entrepreneurship, builds rural capacities and livelihoods enable community participation and supports collective action for social change- through a bottom-up approach with focus on rural citizen.

Each CSC is to serve a cluster of 6-7 villages, thereby covering close to 6.50 lacs villages across the country. This is world‘s largest Government approved ICT enabled network.To ensure successful implementation of the Scheme, a Special Purpose Vehicle (SPV) namely CSC e-Governance Services India Limited has been incorporated under the Companies Act,2013.

 CSC Institutional Framework

1.The CSC ecosystem comprises more than one lakh Village level entrepreneurs (VLEs), 26 Service Center agencies (SCAs-the private partner), 35 State designated agencies (SDAs- state government nodal agencies) and a host of public and private entities as service providers.

2. The Department of Electronics and Information Technology (DeitY) plays an important role in supporting the CSC ecosystem. The CSCs are covered under Mission Mode Project of Deity.

3. The important Stakeholders include the State Designated Agencies CSC scheme implementing agencies at State Government level and they select Service Centre Agencies (SCA).The SCAs help to operationalize the Common Service Centers. The CSC is operated by Village level Entrepreneur (VLEs) and CSCs act as ICT enabled front end at village level where all public, private services are delivered to the citizen at affordable cost in a transparent manner.

Mission of CSC SPV

The Mission of CSC SPV is to enable provision of government, private and social sector services to citizens at their doorsteps, at affordable cost and in a transparent manner through the CSCs. The contract of the SCA is for the specified period; however the CSCs as service delivery outlet will continue to function in rural India. It is in this view that the CSC SPV has been set up as an institution in perpetuity to continuously support the CSC ecosystem without any disruption in service delivery to the citizen.

 Village Level Entrepreneurs (VLEs)

The VLE is the key to success of the CSC operations.While content and services are important, it is the VLE‘s entrepreneurial ability that ensure CSC sustainability. A good VLE would not be the one who has financial strength only, but somebody who has entrepreneurial traits, strong social commitment as well as respect and credibility within the community. The quality of service at the CSCs would be as effective as the quality of VLEs operating them. Selection, proper training and motivation of the VLE therefore play a vital role in success of CSC scheme. The Village Level Entrepreneur (VLE) is the first and the foremost part of e Governance Scheme. Vayam selects its VLE as per selection criteria suggested by Government. Responsibilities of the VLE are as follows:

  • Effective Service Delivery: The VLE will provide all the services to citizens which are provided by CSC and thus , will act as a service delivery point through which the rural citizen benefits
  • Sales and promotions:- The VLE will be actively involved in Sales process of the product and services given to him with his skills and socials relationships
  • Feedback:- It is the responsibility of the VLE to provide the feedback at regular intervals to the SCA
  • Relation with government functionaries :- The VLE shall maintain cordial relationship with Government and Panchayat functionalities at local level
  • The VLE will ensure, without any prejudice, to provide all services to the rural citizens.

VLE Eligibility Criteria

  1.  Applicant should be a local person
  2.  Age of Applicant should be minimum 18yrs
  3.  Applicant should preferably have passed the 10th level examination from a recognized board
  4.  Applicant should be fluent in reading and writing the local dialect and should also have basic level knowledge of English language
  5.  Prior Knowledge in basic computer skills would be an advantage
  6.  Applicant should be motivated enough to be a prime driver of social change and disperse his or her duties with utmost dedication

CSC Infrastructure Requirement

  1. PC with Licensed Windows XP-SP2 or above operating system.
  2.  At least 120 GB Hard Disc Drive
  3.  At least 2 GB MB RAM.
  4.  CD/DVD Drive.
  5.  UPS with 5 hrs battery backup/Portable Genset.
  6.  Printer/ Color Printer.
  7.  Web cam/digital camera.
  8.  Scanner.
  9.  Broad band/Wireless data card / V Sat connection

Minimum Working Hours for CSC

 All Working Days = 8 Hours
